The checks that cannot be skipped
- Working with Children Check, held by the educator before any contact with children, under the state scheme: WWCC in New South Wales and South Australia, WWC Check in Victoria and Western Australia, Blue Card in Queensland, Registration to Work with Vulnerable People in Tasmania, Ochre Card in the Northern Territory, WWVP registration in the ACT. Record the number and expiry; verify it online with the issuing body, not from the card alone.
- Qualification on the ACECQA list of approved qualifications: Certificate III in Early Childhood Education and Care for educators, the Diploma for room leaders (at least half of educators at a service must hold or be actively working toward a Diploma or higher), and a Bachelor-level degree for early childhood teachers. ACECQA assesses overseas qualifications for equivalence.
- First aid, CPR, anaphylaxis and asthma management (HLTAID012 covers all four) held by at least one educator on the premises at all times; most services require it of everyone.
- Child protection training under state law and the service’s child safe policy, completed on induction.
- Right to work: a VEVO check for every visa holder and a diary note of the condition (students 48 hours a fortnight in term).
From 1 September 2025 educators may not use personal phones, watches or other image-capturing devices while supervising children, and services must hold a digital-technology policy; put the rule in the contract and the induction so a new hire is not caught by it in week one.
Where educators look for work

| Workforce Australia | Free; wage subsidies for eligible hires | Trainees and mature-age career changers; counts toward labour market testing if you later sponsor (how to post) |
| Traineeships through Apprentice Connect providers | Government incentives available | Grow your own Certificate III educators on the job |

Pay and the retention payment
Educators are covered by the Children’s Services Award 2010 and teachers by the Educational Services (Teachers) Award 2020, but the award is no longer what competitive services pay. Under the Commonwealth Early Childhood Education and Care Worker Retention Payment, providers that signed up pay at least 10 per cent above award from December 2024 and 15 per cent above award from 1 December 2025, funded by a grant in exchange for a cap on fee increases and a compliant workplace instrument; the scheme was extended in June 2026. A service that has not joined is advertising at a wage 15 per cent below the one next door. Say in the ad whether you pay the retention rate, the classification, the hours (educators choose on consistent rostered hours, not just rate), and the room and age group. The job ad template covers the structure.
The pool already onshore
Early childhood is one of the largest fields of study for international students in Australia, and it produces three groups you can hire today without sponsorship:
- Students enrolled in the Certificate III, Diploma or a Bachelor of Early Childhood Education, who can work 48 hours a fortnight in term and unlimited hours in scheduled breaks, and who are counted as “actively working toward” the qualification for ratio purposes under the National Regulations once enrolled and progressing.
- 485 graduates of early childhood degrees and diplomas, with unrestricted work rights for two years (longer for regional study), Australian placements and Australian references.
- Partner, bridging and Working Holiday visa holders with an overseas qualification that ACECQA has assessed as equivalent, or who are enrolling to upgrade.
Visa by visa, what each can do: employing visa holders already in Australia. When a graduate’s visa is running out and the room needs them: sponsoring an existing employee.
Sponsoring educators and teachers from overseas
Three occupations matter, and their visa positions differ:
- Child Care Worker (421111) is on the Core Skills Occupation List, so a service can nominate a Certificate III or Diploma educator on the 482 Core Skills stream and later the 186, at a salary of at least A$79,423 or the market rate. That floor is the practical limit: it is above the retention-rate wage for most Certificate III roles, so the 482 fits Diploma room leaders and educational leaders best. ACECQA is the assessing authority where a skills assessment is required.
- Early Childhood (Pre-primary School) Teacher (241111) is on every list: 482, 186, 494, and the state-nominated and independent visas. Teachers hold a Bachelor-level qualification assessed by ACECQA, must meet state teacher registration where it applies, and education nominations get priority processing under Ministerial Direction 105. WIDEN’s employer guide covers the teacher route in detail: sponsoring early childhood teachers.
- Child Care Centre Manager (134111) is on the Medium and Long-term list but not the Core Skills list, so the 482 and 186 Direct Entry are not available; a regional service can use the 494, and a manager already in Australia may qualify for a state-nominated visa.
Unless the candidate is a UK citizen (exempt under the free trade agreement, hiring from the UK), two advertisements of at least 28 days within the four months before nomination are required: labour market testing. Government charges for a two-year 482 at small-business rates come to A$3,150 before the A$4,015 visa charge; the full set is on is sponsoring worth it, the timeline on how long it takes. Frequently asked questions
What checks does a childcare educator need before starting? A current Working with Children Check under the state scheme (WWCC, Blue Card, Ochre Card and so on), an ACECQA-approved qualification or active enrolment toward one, first aid and CPR currency with anaphylaxis and asthma management, child protection training on induction, and a VEVO check for visa holders.
Can a childcare centre sponsor an educator on a 482 visa? Yes, since December 2024. Child Care Worker (421111) is on the Core Skills Occupation List, so the 482 Core Skills stream and the 186 are available at a salary of at least A$79,423 or the market rate. Early childhood teachers are on every list and get priority processing. Centre managers are not on the Core Skills list, so for them only the regional 494 among the employer visas.
Can international students work in childcare? Yes, within 48 hours a fortnight during term and unlimited hours in breaks, with a Working with Children Check and a VEVO check. A student enrolled in and progressing through an approved qualification counts as actively working toward it for ratio purposes.
What is the childcare worker retention payment? A Commonwealth grant that funds participating providers to pay at least 10 per cent above award from December 2024 and 15 per cent above award from 1 December 2025, in exchange for a cap on fee increases and a compliant workplace instrument. It was extended in June 2026.
