Which occupation fits
| What the person does | Occupation to nominate | Listed? | What the Department looks for |
|---|---|---|---|
| Plans, organises and controls a construction project or site: programs, subcontractors, budgets, compliance | Construction Project Manager 133111 | Yes (482, 186, 494, 189/190/491) | Bachelor degree in construction management or equivalent experience (skill level 1); a project of a size that needs the role; VETASSESS or equivalent for permanent visas; salary well above the floor |
| Supervises building work under a project manager: inspections, site coordination, estimating, documentation | Building Associate 312112 | Yes (482, 186, 494) | Diploma of Building and Construction or equivalent (skill level 2); duties beyond running a crew |
| Leads a crew in their own trade and still works on the tools | The trade (Carpenter 331212, Electrician 341111, Plumber 334111, Bricklayer 331111, and so on) | Yes | Trade qualification; salary reflecting the leading-hand role; the nomination is for the trade, with supervision as part of it |
| Supervises labourers, scaffolders, concreters or plant without a building or trade qualification | No listed occupation | No | DAMA site-supervisor codes in some regions; otherwise the onshore pool |
| Civil works supervisor on roads, drainage, earthworks | Civil Engineering Technician 312212 or Construction Project Manager, depending on qualification and duties | Yes where the qualification fits | Diploma of Civil Construction or engineering qualification |
The Department tests the nomination against the duties, the qualification, the size of the project and the pay. A foreman on a residential site nominated as a Construction Project Manager at the salary floor, with no degree and a team of four, is refused; a site manager on a commercial project with a construction management degree, a program to run and a salary to match is routine.
The DAMA site supervisor codes
Several DAMAs recognise that the national lists miss the supervisor who grew up on the tools. The Northern Territory agreement lists a civil construction site supervisor under its own non-ANZSCO code, and other regional agreements carry supervisory versions of trades and labouring roles. Designated Area Migration Agreements are the exception to the lists, and for construction they are a real one. The Kimberley agreement’s occupation list (October 2025 version) includes Builder’s Labourer, Forklift Driver, Excavator Operator and Earthmoving Plant Operator with salary and English concessions; the Northern Territory agreement, renewed in March 2025 to 2030, carries a civil construction site supervisor role and a long trades list; other regional agreements in Queensland, South Australia, Victoria, Western Australia and New South Wales carry some of the same. The business must be in the region, endorsed by the regional body, and the worker must meet the agreement’s concessions. Individual businesses have also negotiated company-specific labour agreements for roles the lists omit, including scaffolding and concreting firms, though that route is slow and needs a demonstrated case. Which agreement covers your area: sponsor workers in your state; how DAMAs compare with the other routes: PALM, labour agreement or DAMA.
Supervisors you can hire now
The site does not have to wait for a visa. Three groups can work for you today without sponsorship, and construction already runs on them:
- Working holiday makers (417 and 462): any role for six months per employer, with the limit lifted for construction in northern Australia, and regional construction work counts toward their second-year visa, which is why British and Irish tradespeople and labourers are on regional sites in numbers. Employing working holiday makers.
- International students in trade and building courses: 48 hours a fortnight in term, unlimited in breaks. Employing international students.
- Partner, graduate (485) and bridging visa holders: full work rights, a VEVO check and a White Card. Who can work for you now.

The foreman without the ticket
The upskilling path that does work. Many foremen have been running crews in a trade for years without the trade certificate, or supervising sites without the building diploma. An experienced worker already in Australia can have that experience assessed against the Certificate III through recognition of prior learning at a registered training organisation, then obtain a Trades Recognition Australia assessment and become a listed tradesperson you can nominate. It takes months, not weeks, and it only works where the experience is real and documented; WIDEN assesses whether it is realistic before anyone pays for it: recognition of prior learning for trades, and for licensed trades, the licence after the assessment.
Do not nominate the role under a trade it is not. A labourer nominated as a Carpenter, a concreter as a Bricklayer or a leading hand as a Construction Project Manager is tested against the duties, the qualification, the award classification and the pay, and a mismatch is refused, can bar the business from sponsoring for years, and exposes the worker to cancellation. If the person genuinely does the listed trade, nominate that trade and pay its rate; if they do not, use the routes above.
Frequently asked questions
Is site supervisor an occupation I can sponsor? Not as such: it is a job title. The nomination is made under the underlying occupation: Construction Project Manager or Building Associate for a supervisor with a building qualification, the trade for a trade foreman, and nothing for a supervisor of labourers without a building or trade qualification.
Can I sponsor my foreman as a Construction Project Manager? Only if they genuinely plan, organise and control construction projects, hold a construction management degree or equivalent experience, work on projects that need the role and are paid accordingly. A crew foreman nominated as a project manager is refused as a non-genuine position.
What is a Building Associate for visa purposes? ANZSCO 312112, a skill level 2 occupation on the Core Skills list covering building inspectors, estimators and supervisors who coordinate and inspect building work under a project manager, typically with a Diploma of Building and Construction.
Can a DAMA cover a site supervisor? Yes in some regions. The Northern Territory agreement lists a civil construction site supervisor under its own code, and other regional agreements carry supervisory roles the national lists omit.
