Why not
The Core Skills list is built from ANZSCO skill level and shortage evidence; reception and administration sit at level 4 and the Department has never treated them as migration shortages. Labour market testing is irrelevant until an occupation is nominable, so advertising for months does not open the visa. The temptation in practices is to nominate the receptionist as an Office Manager, a Contract Administrator or a Health Practice Manager; the Department tests the duties and the qualification against the code and the pay, and a receptionist under a manager’s code is refused and can bar the practice from sponsoring.
The practice manager question
The codes matter here. Health Practice Manager (512211), the natural fit for someone running the business side of a medical or dental practice, is on the regional list only, so it opens the 494 for a practice outside Sydney, Melbourne and Brisbane but not the 482 or 186. Office Manager (512111) is on the Core Skills list and can fit a practice manager whose job is genuinely managing the office’s staff, finances and administration with a relevant qualification; Medical Administrator (134211) is on the Core Skills list for administrators of hospitals and health services, not a suburban clinic. VETASSESS assesses all three against a qualification and post-qualification experience. The nomination has to be for the management job, at a management salary at or above A$79,423, in a practice large enough to need it; a receptionist who does the roster is not an Office Manager, and the Department tests exactly that.
What the practice can sponsor
Registered and enrolled nurses, including practice nurses (hiring nurses), physiotherapists, occupational therapists, speech pathologists, psychologists, dental technicians, therapists and hygienists, pharmacists and pharmacy technicians are all on the Core Skills list, with health nominations given priority processing under Ministerial Direction 105. General practitioners are sponsored under their own arrangements with Ahpra registration and, for many, a position in a distribution priority area. The sector list: care sector occupations you can sponsor.
Who can staff the front desk now
The roster does not have to wait for a visa. Three groups can work for you today without sponsorship, and practice front desks already run on them:
- International students in nursing, individual support, disability, dental assisting and health administration courses: 48 hours a fortnight in term, unlimited in breaks, and placement students become hires. Employing international students.
- 485 graduates of those courses, with unrestricted work rights for two years or more and an Australian qualification the regulator recognises.
- Partner and bridging visa holders and working holiday makers (whose six-month limit per employer does not apply to aged care and disability work anywhere in Australia): full work rights after a VEVO check and the sector’s screening. Who can work for you now.
SponsorTalent lists care candidates by qualification, visa and city, so you can see who can start after screening before you make contact; search is free and a contact unlocks for A$30.
Do not nominate the role under an occupation it is not. A personal care worker nominated as an Enrolled Nurse, a receptionist as an Office Manager or a support worker as a Community Worker is tested against the duties, the qualification, the award classification and the pay, and a mismatch is refused, can bar the provider from sponsoring for years, and exposes the worker to cancellation. If the person genuinely does the listed job and holds its qualification, nominate that job at its rate; if not, use the routes above.
Frequently asked questions

A receptionist with extra duties does not qualify.
