Can I sponsor a cleaner or housekeeper in Australia?

No. Commercial Cleaner (811211), Domestic Cleaner (811111), Housekeeper (811411) and the related laundry and hotel-housekeeping roles are on no skilled occupation list, so a cleaning contractor, hotel, strata manager or aged care provider cannot nominate them for a 482, 186 or 494. The workforce that does this work in Australia is largely visa holders who need no sponsorship: students, working holiday makers, partners and bridging visa holders, and that is where a compliant employer hires. A regional DAMA that lists the role is the only sponsored route; no supervisory cleaning occupation is on the lists either, whatever an adviser may suggest.

Checked against the Department of Home Affairs occupation lists and price list, 1 July 2026 settings. Updated 29 October 2026.

Why not

Cleaning and housekeeping occupations sit at ANZSCO skill level 5, and the Core Skills list rebuilt in December 2024 did not include them or any supervisory version. Industry shortages, the award rate and the size of the contract do not change the list. The exception the sector sometimes uses in aged care, the Aged Care Industry Labour Agreement, covers care workers, not cleaners or laundry staff.

Who can do the work now

The role does not have to stay empty. Three groups can work for you today without any sponsorship, and hospitality is where they already work:

  • Working holiday makers (417 and 462): any role, six months per employer, with the limit lifted for tourism and hospitality work in northern Australia; register with the ATO for the 15 per cent rate and pay super. Employing working holiday makers.
  • International students: 48 hours a fortnight in term, unlimited in breaks, no cap for research students. Employing international students.
  • Partner, graduate (485) and bridging visa holders: full work rights, no paperwork beyond the VEVO check. Who can work for you now.

SponsorTalent lists hospitality candidates by visa and city, so you can see who can start on Monday before you make contact; search is free and a contact unlocks for A$30.

For cleaning contractors the compliance risk is the opposite one: workers on student visas rostered over 48 hours a fortnight, cash payment, and subcontracting chains where nobody ran the VEVO check. The Fair Work Ombudsman and the Department target cleaning precisely because of those patterns, and the contractor at the top of the chain is liable for the hours and pay of workers it never met. Run the VEVO check, pay through payroll, keep the roster inside the visa condition.

The DAMA route

Designated Area Migration Agreements are the exception to the lists. Several regional DAMAs include front-of-house and kitchen roles that no national list carries; the Northern Territory agreement, renewed in March 2025 to 2030 with more than 300 occupations, is reported to list waiter, bar attendant, barista and kitchenhand among them, and other regional agreements carry some of the same. The business must be in the DAMA region, endorsed by the regional body, and the worker must meet the agreement’s concessions on English, salary and age. Which agreement covers your area, and what it lists: sponsor workers in your state; how DAMAs compare with the other routes: PALM, labour agreement or DAMA.

Hotel housekeeping and cleaning roles appear on some regional agreements built for tourism economies; check the agreement for your region rather than assuming.

Roles nearby that are listed

In accommodation, an executive housekeeper who manages the department may genuinely be a Hotel Service Manager (431411), which is on the Core Skills list, and a large cleaning business may genuinely employ an Occupational Health and Safety Adviser or an operations manager in a listed occupation. Those are nominations for the manager, not for the cleaners, and the Department tests the duties and the pay against the code.

Do not nominate the role under a listed occupation it is not. Calling a barista a Cook, a kitchen hand a Chef or a shift supervisor a Café or Restaurant Manager is the most common hospitality refusal: the Department tests whether the position is genuine against the duties, the venue, the award classification and the pay, and a mismatch is refused, can bar the business from sponsoring for years, and exposes the worker to cancellation. If the person genuinely does the listed job, nominate that job and pay its rate; if they do not, use the routes above.

Frequently asked questions

Is cleaner on the skilled occupation list in Australia? No. Commercial cleaner, domestic cleaner, housekeeper and laundry worker are on no skilled list, so the 482, 186 and 494 are not available.

Can a hotel sponsor housekeeping staff? Not on the national visas. A hotel in a DAMA region may be able to use an agreement that lists housekeeping; an executive housekeeper who genuinely manages the department may be a Hotel Service Manager, which is listed.

Can international students work as cleaners? Yes, within 48 hours a fortnight in term and unlimited hours in breaks, after a VEVO check, paid through payroll at the award rate.

Does the aged care labour agreement cover cleaners? No. It covers personal care workers, nursing support workers and aged or disabled carers, not cleaning or laundry staff.
