Can I sponsor a café or restaurant manager in Australia?

Not on the standard 482 or 186, and this is the fact that catches more hospitality owners than any other. Café or Restaurant Manager (141111) was left off the Core Skills Occupation List when it was rebuilt in December 2024 and sits on the Short-term list only, so the Core Skills 482 and the 186 Direct Entry are closed to it. What remains is real: the regional 494 for a venue outside Sydney, Melbourne and Brisbane, state nomination for a manager already in Australia, the Premium Dining labour agreement for qualifying restaurants, and the DAMAs. What does not work is nominating the manager as a Hotel or Motel Manager to get around the list.

Checked against the Department of Home Affairs occupation lists and price list, 1 July 2026 settings. Updated 29 October 2026.

Why not, and what “Short-term list only” means

Three lists feed the visa program. The Core Skills list governs the 482 Core Skills stream and the 186 Direct Entry; the regional 494 uses a broader list that includes most Short-term occupations; the state-nominated 190 and 491 draw on the combined lists subject to each state’s own priorities. Café or Restaurant Manager is on the Short-term list, which makes it eligible for the 494, 190 and 491 and the 407 training visa, but not for the two visas employers reach for first. The occupation covers a manager who organises and controls the operations of a café, restaurant or similar venue; fast-food outlet managers fall under Retail Manager instead.

The routes that work

RouteWho it suitsKey conditions
494 Skilled Employer Sponsored RegionalAny venue in a designated regional area, which is everywhere except Sydney, Melbourne and Brisbane (Perth, Adelaide, the Gold Coast, Canberra, Hobart, Newcastle, Wollongong and Geelong are all regional for this purpose)Five-year visa, permanent residence through the 191 after three years; VETASSESS assessment (Group C: diploma or higher plus experience); salary floor and market rate; labour market testing; Regional Certifying Body advice; permanent after three years
State nomination (190 or 491)A manager already in Australia with a skills assessment and points, in a state that lists the occupationThe worker applies, not the employer; a job offer helps in several states; the employer’s role is the offer and the reference
Premium Dining labour agreementFine-dining restaurants that meet the agreement’s criteria482 labour-agreement stream with concessions; covers café or restaurant managers, chefs, cooks and trade waiters; details
DAMAVenues in a DAMA region whose list includes the occupationEndorsement by the regional body, agreement concessions on English, salary and age; state pages
407 Training visaA structured workplace training program, not a jobUp to two years; cannot be used as a disguised work visa

For most cafés and restaurants outside the three big cities, the 494 is the answer, and it is a better answer than the 482 in one respect: it leads to permanent residence without a second nomination. The regional status of your postcode and the live candidate pool are on sponsor workers in your state.

The relabelling trap

Because Hotel or Motel Manager (141311), Hotel Service Manager (431411) and Accommodation and Hospitality Managers nec (141999) are on the Core Skills list, some advisers suggest nominating a restaurant manager under one of them. The Department tests the nomination against the venue and the duties: a restaurant is not accommodation, and a café manager nominated as a hotel manager is a non-genuine position, refused, with a sponsor bar to follow. The nec code is for managers of venues that fit no other code (clubs, resorts, caterers, function centres), not a restaurant with an existing code. If your business genuinely operates accommodation with a restaurant and the manager genuinely runs the hotel, nominate the hotel role; otherwise use the routes above.

Do not nominate the role under a listed occupation it is not. Calling a barista a Cook, a kitchen hand a Chef or a shift supervisor a Café or Restaurant Manager is the most common hospitality refusal: the Department tests whether the position is genuine against the duties, the venue, the award classification and the pay, and a mismatch is refused, can bar the business from sponsoring for years, and exposes the worker to cancellation. If the person genuinely does the listed job, nominate that job and pay its rate; if they do not, use the routes above.

Managers you can hire now

The role does not have to stay empty. Three groups can work for you today without any sponsorship, and hospitality is where they already work:

  • Working holiday makers (417 and 462): any role, six months per employer, with the limit lifted for tourism and hospitality work in northern Australia; register with the ATO for the 15 per cent rate and pay super. Employing working holiday makers.
  • International students: 48 hours a fortnight in term, unlimited in breaks, no cap for research students. Employing international students.
  • Partner, graduate (485) and bridging visa holders: full work rights, no paperwork beyond the VEVO check. Who can work for you now.

SponsorTalent lists hospitality candidates by visa and city, so you can see who can start on Monday before you make contact; search is free and a contact unlocks for A$30.

Hospitality management graduates on 485 visas and managers on partner or bridging visas are the usual source of café and restaurant managers in the big cities, where no employer route exists; a manager already in Australia with a skills assessment can also pursue state nomination with your job offer behind them.

Frequently asked questions

Is Café or Restaurant Manager on the Core Skills Occupation List? No. It is on the Short-term list only, so the Core Skills 482 and the 186 Direct Entry are not available. The regional 494, state-nominated 190 and 491, the 407 and the Premium Dining labour agreement are.

Can a restaurant in a regional area sponsor its manager? Yes, on the 494, which is available everywhere outside Sydney, Melbourne and Brisbane, with a VETASSESS assessment, labour market testing and Regional Certifying Body advice, and permanent residence through the 191 after three years.

Can I nominate my restaurant manager as a hotel manager instead? No, unless the business is genuinely an accommodation provider and the person genuinely manages it. A restaurant manager nominated under a hotel code is a non-genuine position and is refused, with sponsorship bars to follow.

What assessment does a café or restaurant manager need? VETASSESS, as a Group C occupation: a qualification at diploma level or above in a relevant field plus post-qualification experience, or a higher qualification with less experience, depending on the pathway.

Can a café manager in Sydney be sponsored at all? Not by an employer visa unless the venue qualifies for the Premium Dining labour agreement. A manager already in Australia can pursue state nomination with a job offer; otherwise the pool is visa holders with existing work rights.
