Why Aged Care Is the Most Accessible Australian Sponsorship Pathway Right Now
For most skilled occupations, Australian visa sponsorship requires a degree-level qualification and an English score above the visa minimum. Aged care is different. Under the 2023 Aged Care Industry Labour Agreement (ACILA), the Australian government opened a sponsorship pathway for Personal Care Workers and Aged Care Workers — roles that sit below the standard skilled occupation list — because the sector simply cannot meet care minute requirements without international recruitment.
This guide explains what ACILA actually does, who qualifies, and how to approach providers. If you are a Registered Nurse (Aged Care), the pathway is even cleaner — the standard 482 medium-term stream applies, with direct 186 permanent residency.
What is ACILA?
The Aged Care Industry Labour Agreement is an industry-wide agreement between the Australian Government and approved aged care providers. It allows providers approved under the agreement to sponsor overseas workers for 482 visas in roles that would otherwise not qualify. Key terms:
- Provider must be on the ACILA agreement (not every ACQSC-registered service is)
- Provider must pay above-modern-award rates set under the agreement
- Provider must demonstrate Australian-worker recruitment evidence
- Provider must contribute to ongoing training for sponsored workers
- Personal Care Worker (ANZSCO 423111) and Nursing Support Worker (ANZSCO 423312) are the main eligible roles
- English requirement: IELTS 5.0 overall for 482 SID (or equivalent PTE / OET)
Who Qualifies as a Personal Care Worker Under ACILA?
- Qualification: Certificate III in Individual Support (Ageing) (CHC33015) or equivalent international qualification
- Skills assessment: VETASSESS skills assessment matching ANZSCO 423111 or 423312
- Experience: At least 12 months in a caring role (paid or formal placement)
- English: IELTS 5.0 overall (or equivalent)
- Age: Under 45 for the standard 482 stream
- Onshore status: Not required — offshore candidates are sponsored regularly under ACILA
If your overseas qualification is NOT a direct Cert III equivalent
VETASSESS may require you to complete a bridging course or recognised prior learning (RPL) process before issuing a positive skills assessment. Common bridging routes include the CHC33015 itself (typically 6-12 months online or in-person), or a competency assessment of your existing nursing background if you trained as an RN overseas but cannot complete AHPRA registration.
Registered Nurse (Aged Care) — The Stronger Pathway
If you are a Registered Nurse, you do not need ACILA at all. RN roles are on the standard Medium and Long-term Strategic Skills List, which gives you:
- 482 medium-term sponsorship (up to 4 years)
- Direct pathway to 186 Temporary Residence Transition for PR after 2-3 years
- No labour-agreement constraint on which provider can sponsor you
- Higher salaries (typically $75,000-$100,000 for aged care RNs)
The catch is the registration bar: AHPRA registration requires IELTS 7.0 each band or OET B in each component, plus ANMAC skills assessment. Many overseas nurses underestimate the English barrier — sit the test early and budget for resits if needed.
Sponsorship Costs — Who Pays What?
Under ACILA and standard 482 sponsorship, the provider must fund:
- Sponsorship application: $420
- Nomination: $330
- Skilling Australians Fund levy: $1,200-1,800 per year of the visa
- Migration agent fees (typically $3,000-8,000)
You may be asked to fund (legally):
- Your own visa application: $1,455
- Skills assessment: $1,400-3,000 depending on authority
- English test: $300-400
- Health examination: $300-500
- Police clearances: $50-200 per country
- Travel, relocation, and initial accommodation
If a provider asks you to fund the sponsorship application, nomination, or SAF levy, this is illegal under sponsorship obligations. Report it to the Department of Home Affairs and walk away — the provider is in breach and the sponsorship may collapse later anyway.
The PR Pathway
- Year 0: Lodge skills assessment, English test, find an ACILA-approved provider, sign offer subject to visa grant
- Year 0-1: Sponsorship + nomination + 482 visa grant, start work
- Years 1-3: Work for sponsor, maintain compliance with visa conditions
- Year 3: Lodge 186 Employer Nomination Scheme (ENS) application via either Temporary Residence Transition (most common for RNs) or Direct Entry stream
- Year 3-4: 186 visa grant — permanent residency
- Year 4-7 (optional): Australian citizenship pathway
How To Find an ACILA-Approved Sponsor
- Browse the SponsorTalent aged care directory. The directory surfaces ACQSC-registered providers; ACILA approval status is not always publicly listed, so confirm directly with the provider.
- Look for large national providers first. They are most likely to be ACILA-approved (Bupa, Regis, Estia, Bolton Clarke, Anglicare, Uniting). Many small providers are not on ACILA.
- For regional providers, consider the 494 Skilled Employer Sponsored Regional visa pathway, which has its own PR route via 191.
- Confirm ACILA status in your first conversation. Ask: "Are you currently sponsoring Personal Care Workers under the Aged Care Industry Labour Agreement?" A vague answer usually means no.
Realistic Timeline
From first contact to start-of-work, expect 6-10 months for an offshore candidate, 3-5 months for an onshore candidate. Compress the timeline by completing skills assessment and English test BEFORE you start approaching sponsors — most providers will not invest in a candidate whose visa-readiness is uncertain.
